What we deliver

Commissioning is the moment at which design intent meets physical reality. Errors, omissions, and undocumented deviations made here become the maintenance team's problem for the life of the asset. We treat commissioning as a quality-critical process — not just a milestone to pass through.

Bluestream provides commissioning support at any stage of the process: developing procedures before factory testing, witnessing and documenting acceptance tests, managing punch lists and close-out, conducting pre-startup safety reviews, and assembling the handover package that gives your operations and maintenance teams the documentation they need from day one.

Commissioning Plan & Schedule
Structured commissioning plan defining scope, sequence, hold points, witnessing requirements, and responsibilities — from mechanical completion through to operations handover.
FAT Procedures & Witnessing
Factory Acceptance Test procedures developed to specification, with Bluestream witnessing and recording results against acceptance criteria at the vendor's facility.
Piping Commissioning — Pressure Test, Flushing, NDE
Hydrostatic and pneumatic pressure testing to ASME B31.3 and NORSOK L-004, line flushing and cleanliness verification, weld NDE acceptance review, and flange make-up records per ASME B16.5 — the physical commissioning of the piping system that precedes loop checks and first start.
SAT & Loop Check Documentation
Site Acceptance Test procedures and loop check documentation for instrumentation and control systems — verified against P&IDs and functional descriptions.
Punch List Management
Structured A/B/C punch list tracking from first inspection through to close-out — with categorised findings, responsible parties, and sign-off records.
Pre-Startup Safety Review (PSSR)
Systematic pre-startup verification that all safety-critical systems, interlocks, relief devices, and isolation points are correctly installed, tested, and documented before first start.
Operations & Maintenance Handover Package
Complete as-built documentation package — P&IDs, equipment data sheets, test records, punch list close-out, and initial PM schedule — structured for CMMS input and ongoing reference.

How an engagement works

01
Scope & procedure development
We define the commissioning scope, develop FAT and SAT test procedures, and establish the punch list framework before any equipment leaves the factory.

Factory Acceptance Testing
We witness FAT at the vendor's facility, document all test results against acceptance criteria, and raise and track findings before shipment approval is given.

Site installation, piping commissioning & loop checks
Following site installation, we witness hydrostatic and pneumatic pressure testing to ASME B31.3 and NORSOK L-004, review weld NDE acceptance and flange make-up records, conduct loop checks on instrumentation and control circuits, verify P&ID compliance, and document all field findings in the punch list.

Site Acceptance Testing
SAT is conducted against approved procedures at the installed location — functional testing, interlock verification, and performance confirmation under operating conditions.

PSSR & punch list close-out
Pre-startup safety review is conducted and all Category A and B punch list items are verified closed before authorisation for first start is issued.

Handover to operations
Complete handover package is assembled and transferred to the operations and maintenance teams, with a structured briefing session to ensure continuity of knowledge.
